A special still shot mini-episode concludes the second OVA series or Tenchi-Muyo!: Ryo-Ohki by tying up the loose ends.  In this episode Washu is spending some quality experimenting time with Ryoko, when Mihoshi drops by the lab.  Washu and Mihoshi chat about the Dr. Clay incident and of the Jurai royal family.  Elsewhere D3 and Lady Tokimi are plotting for the future battle against Tenchi and company.  This mini-episode sets the stage for the 3rd OVA series, much like Episode 7 set the stage for the second series.
